Amends Hawaii Revised Statutes Section 621-7 to establish separate fee provisions for expert witnesses in criminal cases, distinct from standard witness fees.

Expert witnesses are entitled to reasonable applicable fees for testimony, consultation, and preparation associated with their court attendance in criminal cases.

Expert witnesses traveling from outside Hawaii receive actual round-trip airfare plus $200 per twenty-four-hour day; those from other islands receive airfare plus $55 per day, with an additional $145 per day for required overnight stays.

Per diem payments cover all personal expenses including board and lodging, computed on quarter-day periods.

Defines "expert witness" as any witness subpoenaed for specialized knowledge, skill, experience, training, or education to assist a grand jury, trial jury, or judge in understanding evidence or determining facts in criminal cases.
