Establishes a formal application process for executive pardons requiring applicants to file with the Hawaii Paroling Authority and include information such as full name, date of birth, state identification number, case history, and reasons for seeking pardon.

Requires the Hawaii Paroling Authority to notify prosecuting attorneys of pardon applications within a specified timeframe and allows prosecutors to submit relevant materials for consideration.

Mandates prosecuting attorneys contact victims or surviving immediate family members of victims involved in the offenses for which pardon is sought, with victims given time to submit additional information.

Allows the governor to refer pardon applications to the Attorney General and Hawaii Paroling Authority for investigation and recommendation.

Prohibits reapplication for pardon within two years of a denial unless the governor or delegated Hawaii Paroling Authority chairperson waives the requirement based on new information.
