Amends Section 706-606.5 to specify that unauthorized control of a propelled vehicle in the first degree is a class C felony subject to mandatory minimum sentencing requirements for repeat offenders.

Adds a new affirmative defense to unauthorized control of a propelled vehicle charges in Section 708-836: a defendant who purchased the vehicle and reasonably believed themselves to be the actual owner may use this defense.

Applies the same new affirmative defense to Section 708-836.1 (unauthorized control of a propelled vehicle in the second degree).

Clarifies existing affirmative defenses by amending language regarding authorization from an agent of the owner and lawful repossession by a lien holder or legal owner.

Becomes effective upon approval; does not affect rights, duties, or proceedings that began before the Act's effective date.
