Amends Hawaii's environmental review law (Section 343-2, HRS) to include "exacerbate socioeconomic disparities" as a factor in determining whether a proposed action has a "significant effect" on the environment.

Defines "socioeconomic disparities" as significant disparities in the relationship between race, socioeconomic status, and health, with socioeconomic status measured by income, educational achievement, and occupation.

Requires agency decisionmakers to assess impacts on socioeconomic disparities as part of the environmental review process for proposed actions.

Applies to future actions and does not affect rights, duties, penalties, or proceedings that occurred before the Act's effective date.

Takes effect upon approval.
