Repeals section 453-34(d) of Hawaii Revised Statutes, which previously limited emergency medical technician 1 (EMT-1) licensure to counties with populations of 500,000 or greater.

Extends EMT-1 licensure eligibility to all Hawaii counties, including Maui and Kauai, enabling firefighters and lifeguards in those counties to obtain licensure.

EMT-1 applicants must complete a Hawaii medical board-approved EMT course meeting National Emergency Medical Services Education Standards, obtain CPR certification, and pass National Registry cognitive and psychomotor examinations.

Licensed EMT-1s must practice under a physician or osteopathic physician, restrict scope to basic emergency medical care, and document care in a compatible pre-hospital emergency medical records system.

Takes effect upon approval.
