Amends Hawaii Revised Statutes Section 708-830.5 to add theft of a motor vehicle or motorcycle as a first-degree theft offense.

Elevates motor vehicle and motorcycle theft from class C felony (maximum $10,000 fine and 5 years imprisonment) to class B felony (maximum $25,000 fine and 10 years imprisonment).

Defines motor vehicles and motorcycles according to Section 291C-1 of Hawaii law.

Takes effect upon approval and does not affect rights, duties, or proceedings that began before the effective date.
