Establishes a research partnership program within the Hawaii Natural Energy Institute that allows businesses and private entities to partner with or utilize the institute's research for expansion purposes.

Requires participating businesses or private entities to hire local residents for at least 60 percent of all new jobs created through the program.

Requires participating businesses or private entities to establish their headquarters in Hawaii.

Directs the Hawaii Natural Energy Institute to adopt rules under chapter 91 to administer the research partnership program.

Adds administration of the research partnership program as a duty of the Hawaii Natural Energy Institute, alongside its existing responsibilities for renewable energy development and research.
