HB 1504 - Paid Sick Leave

• Requires all employers in Hawaii to provide employees who work more than 80 hours annually with a minimum of one hour of paid sick leave for every 30 hours worked, capped at 56 hours per calendar year unless employer provides higher limit.

• Permits employees to use accrued paid sick leave for their own mental or physical illness, medical care, preventive care, domestic abuse or sexual assault-related needs, and care of family members with health needs.

• Mandates employers supplement employee paid sick leave during declared public health emergencies to ensure at least 80 hours annually for full-time employees or a 14-day equivalent for part-time employees.

• Requires employers to provide notice to employees about paid sick leave rights in English and any language spoken by at least 5 percent of workforce; violations subject to civil fines up to $100 per offense.

• Allows employees, the attorney general, or labor organizations to bring civil actions against employers for violations, with prevailing parties entitled to full paid sick leave owed, actual damages, attorney's fees, and equitable relief; effective July 1, 2022.
