Establishes a $5 per day environmental surcharge on all visitor accommodations in Hawaii, effective January 1, 2023.

Requires operators and plan managers to file monthly returns with the Director of Finance and remit collected surcharges, with provisions for quarterly or semiannual filing for good cause.

Creates the Green Tourism Special Fund to receive surcharge proceeds and other appropriations, to be administered by the Department of Land and Natural Resources.

Directs fund moneys toward conservation, renewable energy jobs, waste reduction, local food production, building resilience, and climate change education in public schools.

Addresses Hawaii's estimated $350 million annual conservation spending gap by generating revenue from visitors who benefit from the state's ecosystems and natural resources.
