Prohibits any person from feeding feral birds in a manner that would cause 25 or more feral birds to linger, roost, or congregate within a 20-foot radius.

Exempts feeding of carrier pigeons, racing pigeons, show pigeons (with valid ownership permits), migratory birds (with federal permits), caged birds, licensed pest control operations, poultry at farming operations, and birds used by government employees in official duties.

Establishes minimum fines for violations within a 5-year period: $250 for second offense, $500 for third, $1,000 for fourth, $2,500 for fifth, $5,000 for sixth, and $9,999 for seventh or subsequent offenses.

Allows the Department of Health to enforce the prohibition through cease and desist orders, court-ordered abatement, and recovery of enforcement costs from violators.

Defines "feral bird" as any bird that escaped or was released from domestication and reverted to a wild state over several generations.
