Amends Hawaii Revised Statutes Section 261-12(b) to require tour aircraft operators to obtain liability insurance as a condition of permit approval.

Mandates aircraft liability insurance coverage of not less than $1,000,000 per person per incident covering bodily injury, death, and property damage.

Insurance requirement becomes a new permit condition that the Director of Transportation must verify before authorizing tour aircraft operations at state-controlled airports.

Takes effect July 1, 2022.
