Prohibits persons from advertising goods or services if required licenses or permits under state law or county ordinance are not held.

Defines "advertise" to include distributing cards or signs, marking on buildings, and advertising through radio, television, and electronic media.

Applies this prohibition to any person attempting to provide goods or services for consideration.

Takes effect January 1, 2050.
