Directs the department of agriculture to conduct an independent study assessing the economic impact of Hawaii's coffee labeling laws on local coffee farmers and the coffee industry by January 1, 2024.

Requires the study to analyze impacts of potential changes to minimum coffee blend ratios of 51 percent and 100 percent under Hawaii Revised Statutes section 486-120.6.

Mandates consultation with coffee farmers including the Hawaii Coffee Association, Kona Coffee Farmers Association, and other industry stakeholders during the study.

Appropriates $100,000 from general revenues for fiscal year 2022-2023 to conduct the economic impact study.

Requires the department to submit a report with findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2024 regular legislative session.
