Prohibits sale, offer for sale, or distribution in Hawaii of sunscreen containing active ingredients not generally recognized as safe and effective by the FDA without a prescription from a licensed health care provider, effective January 1, 2023

Maintains existing prohibition on sunscreen containing oxybenzone or octinoxate without a prescription issued by a licensed physician, osteopathic physician, or advanced practice registered nurse

Removes prior provision that prohibited counties from enacting local ordinances restricting sunscreen sales before January 1, 2021

Defines "licensed health care provider," "sunscreen," "prescription," and specific chemical compounds (oxybenzone and octinoxate) for enforcement purposes

Effective date July 1, 2100
