Prohibits retailers from selling or offering for sale any combustion engine-powered moped beginning January 1, 2024, unless the moped was initially purchased in a consumer transaction prior to that date.

Allows individuals and retailers to resell, rent, or offer for resale or rent combustion engine-powered mopeds that were initially purchased before January 1, 2024.

Establishes a civil penalty of up to $1,000 for each separate violation, with each violation constituting a separate offense.

Defines "retailer" as any person or entity that engages in the practice of selling mopeds to consumers.

Takes effect upon approval, addressing noise pollution concerns from loud internal combustion engine mopeds in Hawaii communities.
