Requires the Public Utilities Commission to open one or more proceedings to consider low- and moderate-income electricity rates, bill credits, or direct payments for Hawaii consumers.

Directs the PUC to examine rate design, program offerings, and community benefits agreements to address energy burden, energy insecurity, and environmental and energy justice concerns related to energy project siting.

Mandates consideration of customer-centric solutions to reduce energy burden on low- and moderate-income customers and determine appropriate benefits for communities hosting utility-scale energy projects.

Addresses Hawaii's high electricity rates (nearly three times the national average) and the fact that 42 percent of households fall below the ALICE threshold and struggle with energy insecurity and affordability.

Takes effect upon approval.
