Requires the Public Utilities Commission to establish an estimated social cost of carbon for use in regulatory decisions and utility planning.

Mandates that each regulated electric and gas utility incorporate the estimated social cost of carbon into their integrated resource planning process.

Requires the State to consider the estimated social cost of carbon when planning new infrastructure, capital improvement projects, and designing state buildings.

Allows the PUC to use the social cost of carbon estimate when assessing penalties for delays in integrating renewable energy projects and programs that lower carbon emissions.

Defines "social cost of carbon" as an estimate of the economic costs and damages created by each ton of carbon dioxide emissions; effective July 1, 2100.
