Adds definitions for "biodegradable" (capable of breaking down into carbon dioxide, methane, or simple organic compounds) and "organic waste" (biodegradable materials from plants or animals, including green waste, food waste, food-soiled paper, and untreated wood waste) to Hawaii Revised Statutes Section 342G-1.

Amends Section 342G-26 to require counties' integrated solid waste management plans to assess diversion of organic waste produced by facilities generating more than a minimum amount (to be determined by the Department of Health) per year.

Requires each county to incorporate the new organic waste diversion requirement into their next integrated solid waste management plan revision submitted to the Department of Health.

Appropriates funds from general revenues for fiscal year 2022-2023 to reimburse counties for costs of incorporating the new organic waste diversion requirement into their plan revisions (amount left blank in bill).

Takes effect July 1, 2100, except the appropriation provision takes effect July 1, 2022.
