Establishes a permanent compost reimbursement program within the Department of Agriculture to provide cost assistance to farming operations for purchasing compost from certified processors and dealers licensed in Hawaii.

Reimburses farmers and ranchers for up to 50 percent of compost purchase costs on an annual basis, with a maximum reimbursement cap of $50,000 per farmer or rancher per year.

Requires applicants to submit cost documentation for compost purchased within the preceding fiscal year and to indemnify the State against claims arising from the purchased compost.

Distributes available funds on a first-come, first-served basis after aggregating all reimbursement applications.

Requires the Department of Agriculture to submit annual progress reports on the program to the legislature no later than 20 days before each regular legislative session.
