Establishes graduate assistants employed by the University of Hawaii as a new collective bargaining unit (unit 16) under Hawaii's collective bargaining law.

Includes graduate assistants in the University of Hawaii bargaining unit structure, with the governor holding three votes, the board of regents holding two votes, and the university president holding one vote in contract negotiations.

Exempts graduate assistants from the general exclusion that prohibits part-time employees working less than twenty hours per week from collective bargaining coverage.

Adds graduate assistants to the list of bargaining units eligible for impasse resolution procedures, including mediation and reporting requirements through the Hawaii Labor Relations Board.

Takes effect upon approval.
