Requires Hawaii to prioritize "made in America" products for state purchases when Hawaii products are unavailable, using Federal Trade Commission guidelines defining "made in America" as products where "all or virtually all" significant parts, processing, and labor are of American origin.

Establishes a four-tier preference system: Hawaii-origin products first, then American-origin products using the prioritization of "made in America," followed by "made in America from domestic and foreign parts," then "assembled in America," with foreign products as the last option.

Allows substitution to lower-tier American products ("made in America from domestic and foreign parts" or "assembled in America") only when "made in America" products are unavailable or of unacceptable cost.

Implements the preference requirements over a ten-year period, starting with 10% of state purchases in year one and increasing by an additional 10% each year until reaching 100% in year ten.
