Amends Act 105 (2014) to expand the pesticide subsidy program to include fertilizers that strengthen coffee tree immunity against coffee leaf rust.

Allows coffee growers to receive subsidies covering up to 75% of pesticide or fertilizer costs before July 1, 2016, and up to 50% of costs after June 30, 2016, through June 30, 2023.

Establishes subsidy caps: maximum $600 per year per acre for coffee berry borer control and $600 per year per acre for coffee leaf rust control, with annual per-grower limits of $9,000 (general), $6,000 (July 2018-June 2021), and $12,000 (July 2021-June 2023).

Requires the Department of Agriculture to establish a list of approved fertilizers effective in strengthening coffee tree immunity and maintain the pesticide subsidy program manager position (exempt from civil service) at a salary not exceeding $50,000 per year through June 30, 2024.

Directs the Department of Agriculture to submit a report to the legislature no later than 20 days before the 2023 regular session with findings and recommendations on whether the subsidy program should expire or be extended.
