HB 1535 Summary

• Requires coffee blend labels to disclose the geographic and regional origins of all coffees and the percentage by weight of each origin in descending order, with option to use "Foreign-Grown Coffee" for non-Hawaii coffees.

• Prohibits use of geographic origin names on coffee labels or advertising unless minimum percentage thresholds are met, with a phase-in schedule: 20% from January 1, 2023 through December 31, 2023; 30% from January 1, 2024 through December 31, 2024; and 51% minimum from January 1, 2025 onward.

• Prohibits the term "All Hawaiian" on coffee labels unless the product is produced entirely from green coffee beans grown and processed in Hawaii.

• Increases the required type size for origin and percentage disclosures to be at least half the size of the identity statement and must appear on the front panel.

• Takes effect July 1, 2022.
