Amends Hawaii Revised Statutes Section 805-1 to change prosecuting officer procedures from "examine the complainant" to "review the evidence" when a criminal complaint is made.

Establishes three acceptable methods for executing a criminal complaint: (1) subscribed by the complainant under oath administered by the prosecuting officer, (2) made by declaration in accordance with rules of court, or (3) signed by the prosecuting officer.

Allows police officers designated by the chief of police to administer oaths for complaints resulting from traffic summons or citations in lieu of arrest, or permits such complaints to be submitted by declaration.

Does not affect rights, duties, penalties, or proceedings that began before the effective date of the Act.

Takes effect upon approval.
