Requires each house of the Hawaii legislature to establish rules enabling remote testimony at legislative committee hearings.

Mandates procedures for the legislature to use remote testimony and for the public to present oral testimony remotely through video conferencing or other Internet-based telecommunications technology.

Requires procedures to accommodate persons with disabilities through remote testimony options.

Defines "remote testimony" as video conferencing or other technology enabling interaction between the public and legislators for oral testimony submission during legislative hearings via Internet or telecommunications.

Takes effect upon approval.
