Amends Hawaii Revised Statutes Chapter 26 by adding a new section requiring state departments and agencies to submit a report to the legislature within one year after passage of any Act establishing a funded program.

Report must include all revenues, expenditures, and encumbrances for the program.

Report must include the number of employees hired to staff the program.

Report must specify whether the program was implemented within the year the enabling Act was passed and include future plans for the program.

Takes effect upon approval.
