Requires the Department of Health to adopt rules by June 30, 2023, using dBC and dBA sound level measurement systems to control, prevent, and abate noise pollution from vehicles in Hawaii.

Prohibits any person from operating a vehicle that emits noise exceeding the decibel limitations established by the Department of Health rules.

Prohibits vehicle owners from allowing their vehicles to emit excessive noise and prohibits the sale or offering for sale of vehicles that exceed the established decibel limitations.

Allows counties to adopt stricter noise pollution limitations than state rules, with the more restrictive requirement applying in case of conflict.

Takes effect on July 1, 2060.
