Appropriates general revenue funds for fiscal year 2022-2023 to the Hawaii state loan repayment program administered through the John A. Burns School of Medicine at the University of Hawaii at Manoa (specific dollar amount left blank in bill text).

Provides loan repayment assistance to physicians, nurse practitioners, physician assistants, psychologists, licensed clinical social workers, psychiatric nurse specialists, licensed professional counselors, marriage and family therapists, registered nurses, and certified alcohol and substance abuse counselors.

Requires recipients to work in federally-designated health professional shortage areas in Hawaii, addressing critical shortages of primary and behavioral health care professionals on neighbor islands and underserved communities.

Mandates dollar-for-dollar matching of appropriated funds from private or other public sources before funds can be released.

Takes effect July 1, 2060 (note: unusually distant effective date).
