Establishes the Hawaii Medical Education Special Fund to be administered by the John A. Burns School of Medicine for graduate medical education and training programs in Hawaii.

Fund receives moneys from federal agencies (Centers for Medicare and Medicaid Services), legislative appropriations, grants, contracts, private donations, interest accrued, and other sources.

Moneys shall be expended by the John A. Burns School of Medicine for graduate medical education and training programs, with emphasis on supporting residency training on neighbor islands and in medically underserved populations.

Addresses Hawaii's physician shortage of approximately 750 physicians compared to national ratios, with 80 percent of medical school graduates who complete residency training in the state remaining to practice in Hawaii.

Takes effect July 1, 2050.
