Removes the $327,000 annual expenditure ceiling and $387,500 excess fund lapsing provision for the Office of Health Care Assurance Special Fund.

Authorizes the Department of Health to use special fund moneys in any fiscal year for operating costs, educational programs, and capacity enhancement activities for the Office of Health Care Assurance.

Allows special fund moneys to support public health outreach, community development, industry consultations, educational initiatives, and administration of the durable medical equipment supplier license program.

Provides greater legislative flexibility to review spending proposals through the state budget process rather than through a fixed fiscal ceiling.

Becomes effective July 1, 2060.
