Amends Chapter 291C, Hawaii Revised Statutes to add bicycle-specific provisions to turning and signaling requirements for traffic safety.

Clarifies that bicyclists signaling a left turn from a right turn only lane indicates their intention to merge left into thru traffic and continue proceeding in that direction.

Takes effect upon approval.
