Adds the director of Hawaii P-20 Partnerships for Education as an ex officio, nonvoting member to the Early Learning Board.

Modifies Section 302L-1.6, Hawaii Revised Statutes to include the new position among ex officio members alongside the superintendent of education, directors of state departments, and president of the University of Hawaii.

The director of Hawaii P-20 Partnerships for Education is also exempted from board member term limits that apply to other representatives.

Effective date is July 1, 2051.
