Requires the department of education, department of health, department of public safety, department of defense, and University of Hawaii system to purchase increasing percentages of locally-grown food for public schools, hospitals, prisons, youth campuses, and UH academic programs.

Establishes escalating benchmarks for local food purchases: 10% by January 1, 2025; 18% by 2030; 26% by 2035; 34% by 2040; 42% by 2045; and 50% by 2050, measured by percentage of total food cost.

Defines "fresh local agricultural products" as fruits, vegetables, nuts, coffee, eggs, poultry, livestock, milk, and aquacultural/maricultural products grown 100% in Hawaii.

Defines "local value-added, processed, agricultural, or food products" as products where at least 51% of the primary agricultural ingredient is grown, raised, and harvested in Hawaii.

Requires each department and the University of Hawaii system to submit annual progress reports to the legislature detailing total food costs, percentage of locally-sourced food purchased, and explanations for failing to meet benchmarks.
