Adds new paragraph (3) to Hawaii Revised Statutes Section 92-5(a) allowing boards to hold closed meetings to consider witness and victim statements obtained during investigations into officer or employee discipline, hire, evaluation, or dismissal, where witness or victim privacy is a concern.

Permits closed-door consideration of witness and victim information notwithstanding an employee's right to request an open meeting under existing law.

Renumbers existing paragraphs (3) through (8) as paragraphs (4) through (9) to accommodate the new provision.

Takes effect July 1, 2112.
