Authorizes the Department of Health to approve in-vehicle receipt of medical cannabis and manufactured cannabis products at or near dispensary premises, subject to specific conditions.

Requires patients to place pickup orders by telephone or electronic means and notify the dispensary upon arrival with their vehicle license plate number.

Designates pickup areas no further than 100 feet from the dispensary's main entry, with video recording systems that document vehicles, license plates, and persons receiving products.

Requires dispensaries to verify customer identity by matching vehicle license plates, reviewing valid photographic identification, obtaining signed receipts, and comparing signatures before completing transactions.

Takes effect July 1, 2060.
