Extends the deadline for transferring Oahu regional health care system facilities (Leahi Hospital and Maluhia) from Hawaii Health Systems Corporation to Department of Health from December 31, 2022, to December 31, 2025.

Establishes that operational funding requests for the Oahu regional health care system during transition shall be submitted by the Oahu regional system with Hawaii Health Systems Corporation budget requests and designated under program ID HTH 215 when appropriated.

Requires the transition working group to submit reports to the legislature no later than twenty days prior to regular sessions of 2022 and 2025, including five-year operating plans, ten-year capital improvement plans, and transition timelines.

Allows the working group to hold executive sessions to discuss individually identifiable patient information and information that could identify prospective bidders, in compliance with Hawaii Revised Statutes section 92-4.

Extends all transition-related provisions and exemptions for the Oahu regional system board through December 31, 2025, including sovereignty immunity, procurement exemptions, and operational autonomy during the extended transition period.
