Extends the deadline for counties to adopt a county surcharge on state tax ordinance from March 31, 2019 to March 31, 2022.

Adds a new implementation date of January 1, 2023 for counties that adopt a surcharge ordinance between March 31, 2019 and March 31, 2022.

Maintains the requirement that counties conduct a public hearing before adopting a surcharge ordinance and notify the director of taxation within ten days of adoption.

Preserves the restriction that no county surcharge on state tax may be levied before January 1, 2019 or after December 31, 2030.

Requires counties with populations of 500,000 or less that adopt a surcharge to use revenues for public transportation operating or capital costs and Americans with Disabilities Act compliance expenses.
