Adds a new rule to Article VI of the Hawaii Rules of Evidence permitting courts to order witness testimony in criminal proceedings to be taken through live two-way video connections.

Allows video testimony upon a finding of necessity or with consent of both the defendant and prosecuting attorney.

Requires the court, defendant, and trier of fact to view the live two-way video testimony, with attorneys for both sides physically present via video and full direct and cross-examination rights preserved.

Takes effect on January 1, 2222.
