• Governor's coordinator on homelessness must collect and maintain a database of private property owners who consent to homeless service providers entering their property to deliver services to homeless individuals.

• Governor's coordinator must submit a progress report on the database, findings, and recommendations to the legislature no later than twenty days before the 2023 regular session convenes.

• Homeless service providers are exempt from civil liability for trespass-related injury or damage when entering private property to administer homeless services, except in cases of gross negligence or wanton acts or omissions.

• Appropriates unspecified general revenue funds for fiscal year 2022-2023 to the department of human services for outreach related to collecting and maintaining the property owner consent database.

• Effective date is July 1, 2060.
