Amends Hawaii Revised Statutes section 803-16 to add United States Immigration and Customs Enforcement-Homeland Security Investigations (ICE-HSI) to the list of federal agencies whose officers may make arrests under state law

Removes United States Citizenship and Immigration Services from the list of federal agencies with state arrest powers, as that agency lacks federal arrest authority

Updates references to federal agency leadership titles, changing from "Director of the Hawaii district office" to "special agent in charge, United States Immigration and Customs Enforcement-Homeland Security Investigations Honolulu" and "port director of the area port of Honolulu" for Customs and Border Protection

Permits ICE-HSI law enforcement officers to arrest persons on duty for assaults, crimes involving physical harm, offenses against public order, felonies, and when holding valid arrest warrants, subject to proper training certification
