H.B. 1586 Summary

• Requires federal disaster relief reimbursement moneys received by the State to be reimbursed to the originating fund of the expending agency, with funds returned to the general fund if the original appropriation has lapsed.

• Exempts the Department of Education from this requirement; federal reimbursements for the Department of Education shall be credited directly to the department without regard to whether the original appropriation has lapsed and may carry over to subsequent fiscal years.

• Mandates each state department and agency submit annual reports by August 1 detailing disaster response expenditures, funding sources, and any program reductions resulting from disaster spending.

• Requires the Hawaii Emergency Management Agency administrator to submit an annual report by September 1 on federal reimbursement moneys available, applied for, and received, with breakdowns by department and agency, plus average processing times for FEMA reimbursements.

• Effective July 1, 2022.
