Establishes the Intrastate Mutual Aid Act to allow Hawaii counties to provide emergency assistance across jurisdictional lines during emergencies or in preparation exercises.

All four counties (Honolulu, Hawaii, Kauai, and Maui including Kalawao) are automatically member counties unless they opt out by resolution or ordinance.

Allows member counties to request assistance (emergency responders and resources) from other member counties for response, mitigation, recovery activities, or emergency preparedness drills.

Requesting counties gain operational control of provided assistance but responding counties may withdraw assistance at any time; emergency responders remain employees of their home county with no employment rights in the requesting county.

Provides liability immunity for emergency responders except in cases of willful misconduct, gross negligence, or recklessness; establishes reimbursement obligations and binding arbitration procedures for disputes.
