Establishes a personnel exchange program under Chapter 76 of Hawaii Revised Statutes allowing civil service employees to exchange or move between the State, counties, and certified eligible organizations.

Defines eligible organizations as national/regional associations of governments, associations of public officials, or nonprofits providing professional advisory, research, educational, or development services to governments or universities.

Requires exchanges to be to same or closely related job classes with employee approval of department heads, minimum qualification requirements met, and no promotional eligible lists existing for the position.

Limits initial exchange periods to two years maximum, extendable for up to two additional years with appropriate approval, and requires written cost-sharing agreements between all parties.

Appropriates funds for fiscal year 2022-2023 to the department of human resources development to establish the program, effective July 1, 2023.
