Specifies that the exemption from electrician licensing requirements applies only to workers performing electric transmission and distribution line construction and maintenance and substation work for public utilities.

Extends the sunset date of Act 65, Session Laws of Hawaii 2013 from June 30, 2023 to June 30, 2028, allowing the exemption for high voltage electrical work (600 volts or higher) to continue for five additional years.

Extends the reporting requirements of Act 60, Session Laws of Hawaii 2018 through 2028, requiring the board of electricians and plumbers to submit annual reports on vocational training programs, continuing education availability, number of qualified electricians, and growth opportunities in high voltage work.

Takes effect on January 1, 2050.
