Requires all community mental health centers, psychiatric facilities, special treatment facilities, hospitals, and other public or private mental health treatment institutions to provide one-on-one suicide counseling services to patients who have attempted or threatened suicide.

Suicide counseling services must be provided by a licensed physician, psychologist, psychiatrist, or advanced practice registered nurse with psychiatric specialization.

Services must be available at any time to patients at qualifying mental health treatment facilities.

Takes effect upon approval.
