Allows county directors of finance to require payment of outstanding charges for towing, removal, or disposal of abandoned or derelict vehicles as a condition for issuing or renewing motor vehicle registration certificates.

Registered owners may be required to pay such outstanding charges before registration renewal or vehicle title transfer, in addition to existing requirements for bail payment related to traffic violations.

Provides an exemption so registered owners shall not be fined for abandoned or derelict vehicle charges if the vehicle was stolen or taken without their permission or authorization.

Applies to abandoned or derelict vehicles within each county and allows county directors of finance to adopt rules to implement these requirements.

Takes effect on January 1, 2050.
