Amends Section 321-483 of Hawaii Revised Statutes regarding community care foster family homes regulations.

Increases maximum allowable absence hours for primary caregivers from 28 hours to 36 hours per calendar week in community care foster family homes.

Increases daily absence limit for primary caregivers from 5 hours to 8 hours per day, provided a substitute caregiver is present during the absence.

Requires the department of health to adopt rules establishing these revised absence requirements for primary and substitute caregivers caring for three clients in community care foster family homes.

Takes effect upon approval.
