Expands the definition of "protected area" to include schools, school vehicles, public parks, public housing projects, group child care centers, group child care homes, public recreation centers, and youth services centers.

Extends the prohibition on distributing or possessing controlled substances with intent to distribute within 750 feet of protected areas, and on manufacturing methamphetamine within 750 feet of protected areas.

Requires methadone treatment programs to be located at least 750 feet away from protected areas as a condition of registration.

Reorganizes definitions in Hawaii Revised Statutes Section 712-1249.6 by consolidating them into a single definitions section rather than scattered throughout the statute.

Effective date: July 1, 2060.
