Authorizes Hawaii Health Authority to continue planning for adoption of a universal, publicly-administered health-care-for-all insurance model with single payout agency for Hawaii.

Appropriates $350,000 for fiscal years 2021-2022 and 2022-2023 to Hawaii Health Authority for general administration, including hiring of executive director and staff.

Directs Hawaii Health Authority to contract for healthcare benefits to state and county employees using self-insured model rather than fully insured plans.

Establishes rate stabilization reserve fund within employer-union health benefits trust fund to cover increasing costs of health and benefit plans when other post-employment benefits trust fund reaches combined balance of $2,000,000,000.

Transfers investment earnings from other post-employment benefits trust fund to rate stabilization reserve fund once $2,000,000,000 threshold is met, freeing up approximately $140,000,000 annually for state and county services.
