Requires deposit beverage distributors selling or distributing containers in Hawaii to meet minimum postconsumer recycled content standards.

Establishes a three-tier schedule for compliance: 15% postconsumer recycled content by December 31, 2028; 25% by December 31, 2033; and 50% by January 1, 2035.

Exempts plastic caps, lids, and labeling from the postconsumer recycled content requirements.

Authorizes the Department of Health to enforce the requirements and adopt rules regarding reporting, penalties, and implementation details.

Appropriates funds for fiscal year 2022-2023 to establish full-time positions in the Department of Health for enforcement of deposit beverage recycling requirements.
